It is balanced mainly on 4/5BC although there is a way to decrease the difficulty for lower BC players. There are between 6 and 9 guaranteed curses that you will encounter during a single run on 4BC+ and you can skip a couple of them and still have the appropriate scroll count for the final boss. You can use the Biome Map for version 1. 3 to plot your route. Curse-wise it should be the same as for version 1. 4. The maximum number of curses you can encounter with RNG should be 15.
