Adds Jotaros time stop SFX to the beginning and end of hits ultimate. Since i am new to modding this is the only place i could fit Jojo time stop SFX. i am planning on learning a different method to replace audio so i can Replace all of
(BUG: i just noticed that these SFX were used in other places so you may randomly here the time resume SFX, apologise)
