Read Install Instructions

1.) Unzip to%LocalAppData%\BendGame\Saved\Paks

Final location should look like: %LocalAppData%\BendGame\Saved\Paks

2.) You will need to go into your game install location and rename the sfpaks folder to something else. I'd recommend naming it "fpaks" for simplicity. Sfpaks itself is an extra folder, which is required to be renamed.

Install the retexture and the Security Officer Deacon mod at the same time Both files must be installed otherwise the mod will not work.
