In July 1992, the last governor Chris Patten arrived in Hong Kong. Unlike many of his predecessors, he was not a career colonial administrator. His appointment carried political weight. London intended to leave behind a clearer constitutional structure before the 1997 handover. Publicly, the reforms were framed as expanding democratic participation and strengthening institutional accountability. Beijing saw it differently. The 1984 Sino-British Joint Declaration had set the timetable. Sovereignty would transfer on 1 July 1997. For Beijing, the overriding principle during the transition period was stability, not structural alteration. However, Patten’s proposals restructuring functional constituencies, adjusting electoral thresholds were perceived as a reshaping of the political balance within the agreed framework. Public diplomacy remained intact, but trust steadily eroded. Between 1993 and 1994, political disputes intensified. Communications between Hong Kong and London became more frequent and more cautious in tone. At the same time, a quieter decision was made: the Hong Kong Police Special Branch would be dissolved. For decades, the Special Branch had handled intelligence and counter-subversion operations, closely linked to British security networks. In fact, special branch was under M. I. 5's directly control as its antenna in Far East. Officially, it was institutional restructuring. In practice, it involved decades of accumulated intelligence assets. In the spring of 1995, a British-flagged auxiliary vessel departed Hong Kong, officially tasked with transporting historical archives and communications equipment. Hours later, it exploded and sank south of the territory. Authorities cited technical failure. Recovery operations were initiated, yet parts of the wreckage were never retrieved.
