Introduction According to a Russian official who asked not to be named, a group of Soviet missile experts traveled to China after the collapse of the Soviet Union to help China design a new ASBM modeled after the P-27K (NATO code name SS-NX-13) anti-ship ballistic missile (ASBM). Also according to intelligence, China has developed mysterious electronic jamming equipment that is capable of full-band jamming of radar and communications within a radius of about several hundred nautical miles. Radars within this range will be blinded for an extended period of time and experience communication disruptions. These indications point to a significant challenge to the U. S. military presence in East Asia. China had nearly gone to war with the United States over Taiwan in 1996. The United States had seemingly recognized Lee Tien-hui as a leader of a sovereign nation breaking with the "one China" policy which had kept the peace for decades，which infuriated China. The United States responded by sending the USS Nimitz carrier battlegroup invade the Straits of Taiwan in a show of force.
