Situation Briefing: Over the first 8 months of 2018 the Syrian Arab Army reestablished their authority over the western and southwestern portions of the county with major Russian, Iranian and Hezbollah assistance. The Iranian assistance did not come without major strings attached as from January 2013 onward the Iranian Revolutionary Guards Corps (IRGC) established a more significant presence and, more significantly, during 2018 a growing capability to strike directly at Israel. In April and May Israeli airstrikes hit many Iranian IRGC Quds Force (special forces) targets as well as units of the IRGC and Syrian Air Defense Force. By summer an uneasy peace had fallen over the region with IAF aircraft testing Syrian defenses and conducting recon over the Bekaa/Beqaa Valley of Lebanon. The Israeli Defense Minister had publically made it known to both Russia and Iran that any attempt to improve the Syrian Air Defense Forces capabilities would be resisted with direct air strikes and in particular any attempt to bring S-300 Batteries in to Southwestern Syria would directly lead to war. Neither nation immediately made any attempt to do so with Russia content to defend their naval base at Tartus and Iran concentrating on defeating the Syrian Rebels that summer. The “November Crisis” began on November 20th when American satellite imagery was passed to Israel showing the Iranians attempting, once again, to establish an Intermediate Ballistic Missile base near the 47th Syrian Brigade Bases in the vicinity of Homs. This was the same gambit which lead to the IAF launching their April and May aerial offensive and once again, led to an attempted IAF strike on the 23rd.
