True One City Challenge

The one-city challenge is when you limit yourself. This mod limits everyone. True One City Challenge mod limits every civilization to only one single city: their Capital. Producing or purchasing a new Settler will be impossible. Religious Settlements Pantheon modified for Rise & Fall (removes free Settler, increases border expansion). Ideal for playing against the maximum allowed leaders. NOTICE: Deity difficulty will award AI players with a second Settler unit. Also note that the fewer cities that exist, the more Barbarians there will be. Choose your difficulty wisely. Compatible with Civilization VI, Rise & Fall, and Gathering Storm.
