📋 About This Mod
City loyalty does not change. All cities are permanently loyal and will never revolt. This mod changes the Palace building and may be incompatible with other mods that do so. This mod doesn't actually disable the loyalty system itself, it simply attaches a modifier to the Palace present in every capital (player, AI and city-state) which keeps all cities belonging to that player 100% loyal.
