GDG's No Penalty Different Governments

Removes Different Government Penalty. Because AI will always denounced you for having different government and it's silly. Features: Lowers the penalty Side effect: No Same government bonus Fully compatible with JFD's Rule of Faith as of now. As of now this mod can only reduce the negative value of other government. I'm finding a way on how to fix this.
