Weapon Cooldown Reset Fix

Fixes a bug that significantly reduces average weapon cooldowns in specific conditions. Background: Brotato has a randomization system for weapon cooldowns, that makes individual attacks have highly variable cooldowns. This is in order to endure players weapons don't usually all attack at the exact same time. There's additionally a mechanic that tries to make sure cooldowns update in realtime; in some circumstances, a players stats, and also attack speed may change swiftly. Whenever a player has a stat change, all their weapons cooldowns are reconfigured. But that second mechanic ignores the randomization completely. If a weapon had cooldown value randomized above it's default cooldown, and then the player undergoes any stat change during attack animation, the weapons cooldown will be cut shorter, to the default value. This behaviour reduces the average cooldowns significantly in circumstances where consistent stat updates or changes are present. Largest culprit is probably Saver, whose passive causes constant updates. But some other taters, and some items (like the standstill items) are also prone to cause hidden cooldown reduction that way. On Saver, the effect size is usually roughly 7. 5 frames (0. 125s) average cooldown reduction if one is wielding 6 weapons, if the default cooldown is at least half a second. On lower cooldowns, the effect shrinks in absolute time. This mod undoes that hidden unintentional advantage.
