By 1943, the Luftwaffe struggled to maintain air superiority, and German ground forces faced mounting pressure from Allied aircraft. Existing anti-aircraft systems, such as the towed 20 mm Flak 38, were limited in mobility and struggled to keep up with fast-moving armored divisions. To address this issue, German engineers designed the Wirbelwind as a mobile platform capable of engaging low-flying aircraft and providing limited support against infantry and lightly armored vehicles. The vehicle entered development in 1944, with production handled by Ostbau Werke in Silesia.
