Nerfs Undone- Legacy Anointments

This mod undoes the nerfs to the following anointments

1) Action Skill Active- now 200% weapon damage which is the legacy value.  Also matches iron cub active, fade away active, and grasp active anointments to 200%, which are not legacy changes.

2) Bonus radiation damage under 50% health- now at 150%, which is the legacy value

3) High health breaker- now at 300%damage/90% health which is the legacy value

4)Splash damage after skill end- now 200% which is the legacy value

5) Consecutive hits- increased stacks to 200, which is the legacy value.

Optional file (version b)-removes Iron cub, fade away, and phase grasp active anointments changes since these are not legacy.
