This video file replaces the loading.mp4 file in the ..\Borderlands3\OakGame\Content\Movies folder with a suitable replacement.
If for some reason the attached file doesn't work for you, which I've been getting complaints about, this is the git repo for it. Should download totally unchanged from the file I have.
