Bioshock Electro Bolt Spell (Not a reskin) U12 Nomad

Unlike the lightning spell electro bolt is instant, long or short range, can't be blocked by metal weapons. The point of this spell isn't to kill the npc but to hold them in place whilst you throw a massive rock at them or hit them with a blunt weapon/

I put a lot of time into making this work as smoothly as possible but it does have 2 main issues, sometimes at really short ranges it won't hit or it misfires this is normally due to having npcs too close to you, the same applies when trying to shoot over dead bodies.
