Increase framerate for fluid movements in distance

At the Increase Grass Draw Distance mod (made by jinsk8r) in the comment section a kind and smart user helped me out with my problem. Yep, kudos for you, ThirteenSaints! :) So, if you noticed weird, not so smooth movements for NPCs in the distance like me, I recommend to use my mod.

As the title says: It's a simple command line for ini-file tweak to Increase framerate for fluid movements in distance, so NPCs in the distance don't have anymore low framerate. But not limited to NPCs actually, it's also can improve the low framerate issue for any moving objects in the distance, such as the tornado in chapter 2! ;) :)

I guess, it can effect somewhat the performance for low-end PCs. I didn't notice any performance change on my Gaming PC with maxed out graphics but I only play in Full HD resolution, and I have a decent gaming rig with a RTX 4070 GPU.

Now doesn't matter how far the player from the NPCs, movements are always fluid just like when the NPCs close to the player.
