Baroverhaul - SPUDS Patch for Neurotrauma

Patch for the SPUDS from Baroverhaul that allows it to work more as intended when Neurotrauma is also active. Must load BEFORE Baroverhaul. Changes: - Recipe has been made a bit more expensive (1x FPGA and 3x Elastin ---> 5x FPGA and 5x Elastin), and now utilizes the AutoPulse from Neurotrauma as part of the recipe. - Recipe now has a required Medical skill of 50 to fabricate at full speed. - Now applies the AutoPulse's CPR effect upon detecting cardiac arrest. - Will now detect arterial bleeds on the limbs and apply a clamping effect similar to tourniquets, but only once a significant loss of blood has been detected. This effect will only last as long as blood loss is greater than the trigger value (currently 40% blood loss), and will also decay if the SPUDS is removed. Doesn't clamp aortic or carotid bleeds for obvious reasons. (Note: Due to how artery clamping works in Neurotrauma, my implementation of this will result in a tourniquet's clamping effect to decay—as if the SPUDS applied it—if the tourniquet was applied while the SPUDS auto-clamping is active. I recommend removing the SPUDS and waiting for the SPUDS clamp effects to decay fully before attempting to re-clamp with tourniquets.) - Updated SPUDS description (only in English for the time being) to align a bit more with how I have changed it to work with Neurotrauma. Also, updated the described depth rating to match what is actually in the item's XML. - Updated "SPUDS Support" buff to actually display its icon when it is active, because for some reason it is set up to not display at all in Baroverhaul (either that, or I accidentally broke it myself) and I found that to be a waste because I like the icon. - Updated oxygen consumption rate of the SPUDS to be 2/3rds that of the Combat Suit, because of the mention of the rebreather in the SPUDS description.
