Handheld minimap fix (Lua) 小地图修复

Function This mod restores the functionality of handheld device minimaps outside of submarines, allowing them to be used again in ruins, wrecks, beacons, stations, and other locations. Note: Back in version 1. 6. 17. 0 (Unto the Breach), the devs made handheld devices unusable outside of submarines to enhance immersion. However, some players, including myself, prefer the previous functionality.
