Railgun Shells

Add HE-Frag, EMP, Sabot shells and Flechette canister for railgun. Each shell can be craft and purchase from outpost. HE-Frag shell does lots of structure damage and create fragments which cause laceration and bleeding. Compared to vanilla shell with UEX, this shell does more damage to soft targets(human, creature etc.) and cause bleeding, but less Structure damage. Proxy-fuzed shell is modified HE-Frag shell to counter creature swarm. EMP will disable enemy submarine's systems with some electrical burns. Sabot is good at destroying armor and make holes to sub. It will penetrate four armors and creates some spalls. Flechette is improved version of canister shell. Penetration is increased and spread angle is reduced.
