Installation:
Extract Public folder from archive to Data folder in Baldur's Gate 3 installation folder
Usually it has a path <YourDisk>:\Steam\steamapps\common\Baldurs Gate 3\Data\
You should get following path for the modded file.
<YourDisk>:\Steam\steamapps\common\Baldurs Gate 3\Data\Public\Game\GUI\Theme\DefaultTheme. Colours.xaml
After mod installation during game start you'll get a message about data mismatch.
It is a normal - ignore it.
