Repertoire of Random Requests

The Compatibility Framework provides an API and easy JSON Configuration-based compatibility loader for other mods to use improve compatibility, however it is still too technical for some users to handle. As we often end up having requests sent through all the various channels, I figured I would at least try to filter them to one location. This was originally planned to be limited to Compatibility Framework mods, however it seems other basic requests also fit.
