The Spell is received from equipping:
"Infernal Gloves" in version 1
"Gloves of The Nine Hells" in version 2
The gloves are in the TUTORIAL CHEST
The Picture of outfit looks like that because of a mod.
If you don't have that mod the outfit will look different
