Spiteful Suffering Rework

Spiteful suffering, in my experience, is a very useful ability at lower levels, but falls off in its usefulness as the game progresses. I've adjusted how it behaves to make it more useful at higher levels, keeping it as a viable option for the entirety of a playthrough!

Spiteful Suffering will now always succeed on its intial cast, ensuring it is active for at least one turn. However, the affected entity can still save against it on subsequent turns. The damage of Spiteful Suffering no longer triggers at the end of the affected entity's turn, instead triggering when the entity is damaged by the spellcaster. This can trigger multiple times a turn, functioning quite like the spell "Hex".
