Removes Sanctuary's glowy VFX.

I just got my Open Hand Monk Tav to level 11 and got the Sanctuary condition every Long Rest which is kind of visually annoying.

So I made a simple little mod to remove the Sanctuary VFX from Tranquility and Sanctuary.
