Aquirement:
First of all you have to collect two magical scimitars, which you can combine together with a gem. You can get this gem from the weapon once you equip it.
You can find scimitars in these locations:
Scorching Slasher - Ramazith tower near the book throne
Booming Oppressor - in the hall of iron throne prison, sticking out of dead body
After that you can just open crafting menu via gem and put two scimitars in it.
