GameRebalance and Olny LootChests

###Changes:

= reduced loot also reduce the earlier drop of new blueprints

... you have now more time to use the weapons you got (estimatet drop of blueprints: 8-12 Chests)

... the game originally comes with the dropchance from "amount of collected loot"

= upgrades do more dmg, enemy resist are higher makes weapon-element/-typ more important

= railgun now costs more and do more dmg, like a good old railgun we all know and want

... the railguns purpose is to remove enemys forever

... original makes it hard not to destroy an enemy by just lowering its HP, now its easier

= enhanced difficulty select, brings less difference between them to keep resource management important

... if player not dismantle items, makes it harder to survive with low upgraded weapons

### some bugs? nope, i checked all and these little things are OK, info below is allright

= some chests are empty because of not included "crate" in the name, like all others in the file (still enough loot ingame to max upgrade weapons)

### all files need to be replaced in:    \steam\steamapps\common\Atomic Heart\AtomicHeart\Content\GameTune

... !!! make sure to backup your files if you made personal changes or no need to redownload original files !!!

... its possible to get 100% and all Achievements, nothing is broken...

... Any errors that occure from other modifications are not my fault and every player is responsible for their own changes!
