When selecting teams to participate in the operation to rescue Harling, the OIA made sure to recruit IUN units non-native to Usea. The reasoning was that squadrons that were less invested in the war on the Usean continent would ask fewer questions about the OIA squadron's participation, which was critical for the OIA's plan to assassinate former president Harling.

The squadrons selected were the Ustian 312th Strike Fighter Squadron, Gargoyle, and the Belkan 178th Tactical Fighter Squadron, Skelett Team. While initially there were tensions between the two former enemy squadrons, they quickly learned to get along after the first few operations together. Unfortunately, Skelett Squadron was downed in Operation Dual Wielder before they could reach the space elevator.
