Basicly it makes Bellows and Crafting perks more powerfull, so to smelt faster u still need to find/craft Advanced Bellows and learn perks in Advanced Engineering and YeahScience for corresponding workstations.
example: Glue recipe default craft time 15s, with perk 4. 5s
